Part 3 · Two-way Discussion
Discussion on Social Equality, Equal Opportunities, and Fairness in Modern Society
Trong Part 3, thí sinh cần thảo luận ở góc độ xã hội chung thay vì chỉ kể trải nghiệm cá nhân. Hãy dùng các cụm như 'People generally...', 'In many societies...', 'It could be argued that...'
People often assume that legal equality automatically translates into social equality, but the reality is far more complex. In many developed countries, systemic barriers such as unequal access to quality education and inherited wealth continue to widen the gap between the privileged and the marginalised. Even when discrimination is outlawed, unconscious bias in hiring and promotion can quietly hold certain groups back. Furthermore, economic policies that favour deregulation tend to concentrate resources in the hands of a few, leaving public services underfunded. Unless governments tackle these structural roots, legal reforms alone will struggle to deliver genuine fairness.
Dạng câu hỏi: So sánh quá khứ - hiện tại.
Attitudes towards gender equality have shifted remarkably over the past fifty years, largely thanks to education and the mass media. In earlier generations, women were often expected to prioritise family over career, whereas today it is far more common for both partners to share domestic and professional responsibilities. Legal changes, such as equal pay legislation and parental leave, have reinforced this cultural shift. That said, progress has been uneven: in some communities, traditional expectations still limit women's choices. Looking ahead, the next generation is likely to push for even greater flexibility in how work and caregiving are divided.
Dạng câu hỏi: Phân tích 2 mặt. Dùng: On the one hand... On the other hand...
On the one hand, affirmative action can open doors for groups that have historically been excluded, helping to create a more inclusive and representative society. It can also challenge employers and universities to look beyond traditional networks and recognise untapped talent. On the other hand, critics argue that such policies may stigmatise beneficiaries or overlook more qualified candidates from majority groups. There is also the risk that quotas become a box-ticking exercise rather than a genuine commitment to fairness. Ultimately, the effectiveness of affirmative action depends on how carefully it is designed and monitored.
Dạng câu hỏi: Liệt kê vai trò và dự đoán xu hướng. Nêu 2–3 công cụ cụ thể và thêm một lưu ý về sự cân bằng.
Từ vựng: progressive taxation (thuế lũy tiến), redistribution (tái phân phối), fiscal policy (chính sách tài khóa).
Governments clearly have a central role to play in narrowing the wealth gap, though the most effective tools are often debated. Progressive taxation, for instance, can fund public services such as healthcare and education that benefit everyone, particularly the most vulnerable. Investing in affordable housing and vocational training can also help lower-income families build long-term stability. At the same time, overly aggressive redistribution may discourage investment and entrepreneurship, so a balanced approach is essential. In the coming decades, governments are likely to face growing pressure to address inequality through both fiscal policy and regulatory reform.
Schools and workplaces can take several practical steps to promote genuine equality of opportunity. Firstly, they could adopt blind recruitment and admissions processes, which help to reduce unconscious bias based on name, gender, or background. Secondly, mentoring programmes and targeted scholarships can support students and employees from disadvantaged communities. In addition, flexible working arrangements and accessible childcare can make it easier for parents and carers to remain in the workforce. However, these measures are only effective if they are backed by clear accountability and regular evaluation. Without sustained commitment, well-intentioned policies can easily become symbolic rather than transformative.
